    4. Just accept that this aspect of the game is profoundly unrealistic.
    Works for me.

Yep, the timer is a bit of fluff, nothig more nothing less
Is God willing to prevent evil, but not able? Then he is not omnipotent. Is he able, but not willing? Then he is malevolent. Is he both able and willing? Then whence cometh evil? Is he neither able nor willing?

my take on this is that in reality there wasnt an unbroken civilization which made the advancements in the time scale the game tries to match them to. one could argue that if the roman empire didn't collapse then that civilization would have reached an advanced stage far earlier than civilization on earth has currently. of course, its possible to argue that the dissolution of the empire was necessary and that necessary for the continued advancement, but the game doesn't simulate this at all, it doesnt have several civilizations take over the helm from one empire. so really technology in the game doesn't develop realistically and to try to match the tech advances to real world dates is meaningless.

the thread does prompt that its silly in the first place for cities to only be able to work on one improvement at a time. instead what about a pool of improvements the city is working on, and the shield production divides between them? if production was increased or cost decreased, this could mean two warriors and slight advancement of temple building could occur in one turn.

also, the game should really include the breakaway of independent civilizations from an existing civilization, so great empires can collapse and colonies revolt, etc. i discussed this in another thread... that if theres another city thats revolted, a newly dissident city joins its civilization if its within its cultural influence or else starts another civilization. also a rough idea i had was to have cultural influence to corruption and corruption effecting happiness, which would create large breakaways from your empire if a high culture city is captured by the enemy for a long time.

considering timescales in the game, it wouldnt be necessary if these ideas were put in and the need to follow historical time in game progress was made irrelevant. except this might be contentious to fans
