I am thinking about buying the Civilization IV expansion packs (Warlords + Beyond the Sword), but I don't want to buy them if they can't be used together. So can they be used together or do you have to play them separately?

Do you mean one game that is Warlords+Beyond the Sword? No, they are distint games.
You can have each one of them without the other. But you always need Vanila. -
