I had that happen to me in a recent game, but it was early enough to be archers rather than axemen. Of course, it happened on turn 35 on marathon so the archers were deadly enough. Especially since I also had raging barbs turned on.

It used to drive me crazy in CIV 3. What made it worse was that I would get pissed off, go back in time to improve the finish time by a few turns, but the AI would still beat me to it!
