The AI doesn't have data on what you will or won't accept. Maybe you are a heartless bastard who will attack somebody you are friendly with

Yeah, while I always whine when an AI attacks me when I'm at +17 diplo, I must remember that that has never stopped me.

Actually, they can sometimes be the best civ to attack... since they have very few troops on your border and are usually commited somewhere else
