    You can't move ships into cities or forts that are not coastal (or next to a lake). There's not a fixed rule about a 2-length canal, just that you can't make a longer one without having non-watery ones in between.

    An exception is the floating ice terrain that you can drive subs under, that counts as "open water" also for ship-moving-in-forts-and-cities purposes.

    If there are lakes in the middle of a landmass you can often make a series of canals across a thicker strip of land than 2 squares due to this.
    It's a lowercase L, not an uppercase I.

      Thanks, that's a much clearer explanation.
