Once a city reaches legendary culture status, I know it won't expand its borders anymore, but does the continually increasing culture have an effect?

What I mean, is does the culture continue to flow over the territorial borders which are within the (theroretical) influence borders of the city? And while we're at it, if a legendary city is so far in the kingdom that its legendary cultural borders don't reach the national borders, does it have any effect on the border culture clash?

No



Each turn, a certain amount of culture is applied to tiles around a city, based on the culture produced, level of the border pops and the distance of those pops from the city. After popping Legendary, the culture continues to be applied to the tiles within reach, even though the reach never grows at this point.
