Help me to understand...

So I am starting to want to use mods, as I have never used the ones not included in the game before. I have been long interested in the concept of civil wars erupting inside my borders or in the borders of other nations to add more realism to the game, but I can't figure out how to get the mods into the game. I download, extract to mod folders, nothing. I check the mod list in game, nothing. Help please

First: Understand how to load a mod - any mod:
1) At Opening Screen where it says 'Single Player' at the top of the menu; there is 'Advanced' at the bottom -- choose Advanced, NOT Single Player

2) Select 'Load a Mod'

If you already got that far, then ask in forum threads where you got the mod as to how to install it.
