No. It's not real life. The tac nukes are more like cruise missiles. However, since the ICBMs can reach anywhere from anywhere, why load them on a vulnerable vehicle.

any ICBM's that I have based there? If so, a few dozen subs parked in the deep ocean
loaded to the gills with ICBM's might be an attractive strategy.
So using that mod you can reproduce the MAD strategy from the Cold War? Don't expect the AI to know how that works. They won't think of their grandchildren in a Cuban missile crisis.
