    This scenario is a total overhaul anyone play it
    each additional building cost double or triple the hammer cost. So if a system has 5 planets you can build 5 banks So how does one regulate this
    a factory costs 210 and produce 15% increase a second one costs 630
    the only way to make barbs go away is to either a fill in all empty space with starbase or custom game and after awhile you will see pirate battleships and after awhile they will come every turn. so I activate reload option no barb and no vassal. On this game I was first to acquire all worldy values mostly from goody scrap. There is not much terrain wise you can improve so you don't need 50 workers just space lanes starbase and extraction facility
    monarchy / bureaucracy is very powerful if you just have one city or your capital is the only producing a bunch of hammers and or commerce

    Not clear on the question. How does one regulate what in terms of costs? As to barbs, they should provide good experience to your own ships which you can rotate thru the responses until needed in the field (of space, if that's what you call it. You know, deployed.)

      also ships have regular Alpha and Omega versions
      a regular battleship costs 360 and attack of 24 an omega costs 1440 and attack 48
      going from regular to alpha costs 1100 for a battleship
      alpha is 50 % more powerful and double the cost
      Is it worth building all banks or whatever on a system
