I think it lost it i early vanilla versions, but it definitely keeps it in BtS.

With an inadvertantly wakened unit you can go wake another which resleeps the first OR you can refortify if that option is offered (which as noted will keep the 25% bonus). I keep a number of units in reserve in a centrally located city. If I accidentally waken a border city unit, I leave it flashing and jump to one of those units and waken it. This usually works. If you have a nonfortify unit in the city which you calm down by clicking the telescope (guns and mounted), then you can click one of them which will put the fortified guy back to sleep by waking a unit in which the bonus is not available. When using these tricks be mindful of which unit is alert or you can inadvertantly send the live unit halfway across the empire.No matter where you go, there you are. - Buckaroo Banzai

Press enter to get to the next unit with movement points.
If you don't have any units with movement points left, leftclicking anywhere on the map will allow you to press enter for the next turn.

Okay, so here's another question - can I stop the game from giving me suggestions? I'm sure that I used to play and not get blue circles for workers and settlers suggesting 'great locations' to do things, but they're back and I can't seem to switch them off again. Is there any way?
Also, is there a way to look at a city or around the map when the game brings up a box (usually at the start of turn) for things like diplomacy? Sometimes I want to check on something before making a choice of X or Y and don't know how to do that.

Yes you can turn off the cirlces-- theres a preferences or options button somewhere, maybe on main menu but you can access with escape, i think.
second question, im pretty sure the game wants you to decide whether to raze a city on the spur of the moment, not check the map to determine enemy locations first.
