I find that if he's unchecked at the start he can be very powerful, he does push out settlers and settle up rapidly. I tend to settle slowly initally and I really don't like being next to him. That said, he's much easier to deal with than a Gilgamesh or similar, because he never really converts that early territory to military might.
If he starts amongst other AIs, he's little threat though, I agree.www.neo-geo.comComment

Althrough Cyrus has a iBuildUnitProb of 30, which is quite high (for comparison: Gandhi - 15, many peaceniks, such as Elizabeth, Villem or Asoka - 20, Victoria, Pacal and many others - 25, Hannibal, Caesar, Tokugawa, Suleiman, Boudica etc. - 30, Alexander, Gengis, Mony, Sitting Bull and some others - 35, Shaka, Rangnar, Napoleon and some others - 40).
His BasePeaceWeight is 3, (the lower the number, the more warmongerly the leader is). Comparison: Gandhi - 10, Elizabeth - 9, Victoria - 8, Joao - 6, Boudica - 2, Gengis - 0.
So some of Cyrus' attributes are moderate wanmonger-ly.
Speaking of the leader's personalities, it is strange that Pacal, the leader of militaristic and bloodthirsty Mayas, is coded relatively peaceful. Althrough I guess, they didn't want to make a second Montezuma of him...
