Why don't we just mod the Anti-Tanks to require industrialization + combustion and SAM inf to require flight. That way, one would know how to build tanks and even if one does not build any, one could theoretically anticipate what the opponent would do and prepare defensively.

SAM missiles could be used against airships, so flight is perhaps not required there.

This is just one of the many cases when gameplay wins out over realism.

We could keep the anti-tank and just call it a Rocket Propelled Grenade, or use that name for the SAM and put different restriction on anti-tank.

What Jon said. Anti-Tank is fine.

I never build the anti tank units or the sam infantry.
I use fighters and gunships. I do build the mobile sams not many though

I'll build a few AT units in case a hostile AI ever gets to tanks before end of game, so I can upgrade them to mech infantry with the free ambush promotion. They rarely get utilized, though it looks like it could in my current game (I'm not a clear tech leader this time).
