National Epic

Hi guys, just a quick question, did not look in the civilopedia and I am at work, so:

Is there a pre-requisite to be able to build National Epic in a city - it is not coming up as a building option in the city which I want to use it and later national park in?

It's a national wonder, so each city is limited to building no more than two such things. It may be that the city in which you wish to build it has already built two national wonders.
