    The real problem is war weariness needs to be fixed. It should depend upon your relationships with the civ you are declaring war on (and be less brutual if you are attacked than if you are attacking). It's really quite awful that you get the same happiness penalty for attacking your best friend for the last 400 years as you get for attacking your worst enemy.

    Unhappiness should also be more severe.. it should lead to revolutions and empire splits. Especially far away from your capital.

    The major factor in large empires failing historically has been inability to communicate and react effectively to things happening outside their core.

    I think one option for a mod would be have a regicide version of the game where your king controls fog of war. E.X. you have fog of war and AI control outside of X squares around your King, where X is determined by technology (goes up as communication gets better). I don't think it would be remotely popular as a mainstream idea, but it would give a realistic idea of why large empires fail.
