New player- Stupid question, but please help

Beware of using the "avoid growth" button, unless you're a lot less forgetful than I. I've used it a handful of times, and always forgot to turn it off again when I should have. Your city will sit there with a full food box and not grow for the rest of the game, no matter how big the food surplus, unless you finally remember to re-enable growth.

Actually it's both. There are ways to reduce unhappiness as well as ways to increase happiness. But yeah for the most part it's the latter.
