  • Capitulation

I am still puzzled by the capitulation logic.

It was said that the capitulation threshold was lowered but it doesn't seem to have any effect.

I was at the last straight line towards the creation & launching of my spaceship when I was drawn into war with Ghengis Kahn through my defensive pact with Boudica.

The mongolian empire was on a continent very far away and I had plenty of ICBM. So I started launching them on all his major cities (I didn't care about the global warming since my spaceship was almost ready). After every attack I checked if he was ready to accept capitulation and he never was, even after I hit every city and some major cities even several times. His empire was for more then 90% covered in fall out pollution, his power fell from number three to the last place and still he did not want to capitulate. I kept doing this until my space race vicory (the space trip took 6 turns and every turn I detonated nukes on top of him)

Is it because I did not actually capture any of his cities? In a world filled with ICBM that should not have to be a factor...

Capitulation AFAIK is primarily determined by land size and the power graph. When you expended your ICBMs you actually lowered your own power.

I indeed expended my stockpile first, but every turn I created 1 or 2 new ICBM. Which off course I launched immediately towards the Mongolians

Shouldn't it be more logical that you surrender to the evil power that is capable and willing to keep pounding you with nukes. I know I would

Current affairs would suggest that having nukes and the desire to attack isn't always enough to secure capitulation. If it was too predictable it would become an exploit anyway.

taking a few cities is the usual prescribed path.
Works almost every time for me.

I think the capitulation threshold is too low. I am currently playing a game on Prince, Huge map, I have a perm ally and am marginally stronger than the AIs. I took the first vassal after taking five cities, the second vassal after taking one city. The third vassal after taking 3 cities, the fourth vassal after 1 city and the fifth after just killing a couple SODs, but taking no cities. About to start the war with the soon to be sixth vassal and that will put me over the top for a domination win. Basically going from 20% to the 56% in a couple of hours.

I think the Capitulation threshold is within the Leader-AIs, it is different for each leader. I know at least of Frederick, that he capitulates when a dead leave lands on his forehead, which is historically soooo inaccurate...

But i guess they should be pretty easily modable, if one wants to do that and figures out which number in what file to alter...

One significant factor that may have mattered is distance. The AI won't vassalize (or at least not easily) if you're far away, even late in the game; so you probably were too far away to get an easier capitulation. Certainly taking a city or two would help, also ...
