To see at a glance the number of air units in a city and how "full" it is, mouse over the city (with at least one air unit in it) label and near or at the bottom of the city description in the lower left will be an "Air Capacity" (or is it "Air Units"?); e.g., 3/4 or 2/8 with airport.
