Why are these cities not connected?

I am confused.
The civipedia says that sailing enables trade network along rivers. But here is a screenshot from a few turns after the one posted above. The two cities are now connected, even though I have not discovered sailing.

Connections across rivers work this way:
PRE-SAILING:
You are connected if the river is entirely inside your territory.
POST-SAILING:
You are connected if the river is entirely in your territory, neutral territory, or any territory you have open border connection with.
Yes, the Civilopedia is not so clear on this point.<Reverend> IRC is just multiplayer notepad.

And, the gray faces are a thumbnail of their attitude towards you: pleased, neutral, etc. That early in the game, most AIs will be neutral.

Sorry for the late post, I've been busy with my own IRL problems.
Willem is correct; I'm using the BUG Mod. Basically, it makes the interface of the game a lot easier to read, and you can get it here.
Those grey faces are that civilization's attitude towards you. These particuar civs are cautious against me.
Finally, I've checked the game, and I realized I did have sailing.
