You would want to do it through worldbuilder, either in worldbuilder itself or through a worldbuilder save file (text editable). I think the latter would not keep the actual game details, but I don't know that much about it.
Some of it is also changeable in the python console, I believe.<Reverend> IRC is just multiplayer notepad.

Save the game as a WorldBuilder save. Open it as a custom scenario. You can change game options and game speed, IIRC.Those who would give up Essential Liberty to purchase a little Temporary Safety, deserve neither Liberty nor Safety. - Ben Franklin
