yeah, My first instinct was to build 1 tile west so I can make it a coastal city with hill bonus, but one thing I didnt mention was that Map is flat, so its quite hard for anyone but china to make a amphibious landing nearby west nile. While defense bonus would have still been nice, it didnt seem as important for that reason.
Also, There was too much food but no hills in that BFC, so I didnt want to plop a city there. That and city would have been 5x tiles away from capitol. But it seems as though pretty much everyone agrees that 1 tile west is way better.
