All you need is a marine, and a MG in each city on yer border, and yer fine... (before mech inf.)
Marines make great city defenders. 24 str is the most yer gonna get for the defensive in a good all-round unit. Infantry have a str of 25 vs only gunpowder, so the improvement is almost nil. But the main point beeing, Marines get a bonus vs arty. So your likely to take out one or two extra on the defense.
Why only 2 units? well at this stage of the game, you have rails, aircraft, and (hopefully) a mobile response force of tanks and arty. At this point, my citys never need to defend except when I am overextending my push in a war. And if I loose a city then, it dont matter as I gained it a turn or two earlier, and will regain it in 1 or 2 more.
