I posit Ethiopians - I've never actually played AS them, but Zara ALWAYS runs a good empire, and is therefore a reliably worthy adversary.

The best adversary game-after-game is Pacal. Always a threat always growing -- sort of like the Incas. On the Big and Small map, Willem is a monster. The Ethiopians can be a hassle as a neighbor, but at distance and synched in religion, they can be great allies.

Creative + Organized is the typical domination trait combo. When Augustus had them in Warlord he was unstoppable.
