Against the AI, that's easily solved by simply DOWing and letting them invade you. It's only when you do a sneak attack that you're vulnerable. And even then, only when the AI hasn't been in a war recently. It pays to pay attention what wars are going on amongst the AIs.
Yeah, against an AI on a low level, and not Aggresive AI, then it isn't a massive problem because you don't run into large numbers of units. On a high level with agg AI (Monarch definately, maybe prince), or MP, this problem is a lot more prevalent. You'll see it in every MP game with good players (of which there are fewer in numbers than bad MP players, admittedly). If you use the correct tactics and don't have completely indefensible terrain then you could possible demolish every AI up to Immortal. Possibly Deity.

Of course its realistic - good idea although your modern units wouldn't have as long to rule the battlefield. You could move your longbowman to a city, build the upgrade to rifleman and 2 turns later, you've got a longbowman. wouldn't know how to mod it though!
I like your units strength advances with techs idea too.

JUst want to clarify a point, as reading it after posting I realised I mayhave not been clear enough.
It is a problem in the stated cases as the AI won't know how to deal with the game mechanics when defending and hence die, so players who are competant attacking in SP think there is no imbalance, and players that have problems defending won't realise what they are doing wrong and so won't realise how unbalanced the issue is.
