I suppose if you're always playing for a quick win, creative is more useful.
I think you've misunderstood me. Creative is overpowered. Half-price libraries just increase this power giving them a tech advantage over Philo which they should not have.

I understood you just fine; I just said that I didn't see it in my own games. Is it simply a matter of spamming libraries?

I DO think people tend to overlook the "secondary" benefits of some of the traits. Like half price buildings and such. e.g., Library. It's no so much getting the 25% bonus earlier, though that's a benefit, nor the hammers you save (or whipped pop), though that's a benefit too, to me it's being able to run scientists earlier in my SE.

After the Granary, I'd put the library as one of the next best buildings on a pure cost/benefit measure. That it comes so early means that it is the key building for generating an early GP. SPI civs might get cheap temples but need to grab a religion first and those temples only allow 3 GPP/turn each. Libraries give 6 GPP/turn with two scientists.

Creative just lap up the resources so tend to have few problems on the military front. They also grab better terrain so increase their commerce/production.

Egypt being the exception, I'd agree.
