Can't Trade - bug or what?

I often get a tech that one civ won't trade, another will, and still others list that tech under can't trade. What's up? Is this a bug in BtS or is there some gotcha that I don't know?

Sounds like your playing with the advanced option "No Tech Brokering" on.
