If IA could place cities in a smarter way, i would keep more of them, but i just cannot keep a city that is placed so that a new city founded one tile away would be much much better...

For IA razing cities, i think enough explainings have been done.

Ghengis Khan razed both Xanadu and Kiev. In both cases, his troops killed the populations, burned the cities, pulled down all walls and stacked the dead on one huge funeral pyre. That fits anybody's definition of "razing." Both cities had killed some of his emmissaries and mutilated others. This threat of razing caused a number of cities to surrender posthaste. In these cities, he spared almost everyone, including the administrative people and the nobility. A mixed but consistent bag overall.
