    Well, during the time of Lois XIV, Versailles was basicaly a second capital of France, so it's perfectly reasonable to model it as a second governmental capital. It also kept all the major nobles in one place, and kept them so tied up and obsessed with courtier social climing and subtle social backstabbings and looking pretty that they didn't have nearly so much time to plot against the king and/or steal everything that wasn't nailed down (which is pretty much what Louis XIV planned), lowering corruption and just generally causing better government.
