Mine is way down south of where I plan on extending my empire. Is it worth it to build a new palace towards the middle? When is the best time to do so? Does the palace become more expensive to build later in the game?

Moving the Palace is often a good idea. The accumulated city maintenance if you don't will be huge over the span of the game.
Forbidden Palace to me allows me to make my empire x2 in size for only x2 the maintenance. This in no way replaces the benefits of moving the Palace. (Unless you aren't expanding your empire size, in which case you've got a lot bigger problems.)
One notable exception to all this is if you're beelining State Property, especially on multiple continents (the way it works now SP is almost a must on some maps).
The other thing to think about that noone seems to have mentioned is that the Palace not only provides a little gold and espionage bonus to the city, it also affects which city Bureaucracy works on.
So if you're capitol isn't so crash hot and you have a better well-placed production/commerce city, you could shift it there.
Never done it but sometimes thought about whether it'd be worth it.
Damn, it took a looong time to figure out how to spell Bureaucrarcy.
Incidentally, is there a cap on the value for # of cities maintenance? It seems to stop at 6.0 for me. I'm guessing that's difficulty-scaled though (Prince)
Sometimes I try to get that wonder, is it Versailles...?... right smack in the middle of my empire. The one that acts as another cap. Then I figure build the forbidden off in the islands and a palace anywhere needed and what does it matter after beuearokracy if it is taken? It just pops up somewhere else, yes?
However getting all this to occur aint easy, I've never done it or even built a palace, it's pure fantasy. Usually I'm too busy trying to kill two enemies with one stone to get so pretty about my buildings. When the Mongol hordes are at the gates I don't bother whether the sofa would look better over there next to the plant and the chair over here just so.

I've had it moved for me in MP games also.
In one game I was forced to retreat to the islands for survivial. It was distant islands so the maint cost was killing me. But at that point it was 27 turns to build a palace so I just emptied my cap an let a neighbor take it so I would get it for free. I lost the game but I did survive to the end.
It's almost as if all his overconfident, absolutist assertions were spoonfed to him by a trusted website or subreddit. Sheeple

Rarely, but there are occasions where it happens. Once or twice by my choice (started on a really small continent, then ended up 'inheriting' two larger continents,) once or twice by someone else's choice. (And I went on to win one of the latter games, too....)
P.S. Just think of it as "Bureau" and "Cracy-with-two-C's" and you'll always spell it right...
