I think the situation with airships is different. Maybe it's my usual beelines, but I tend to get them looong before any fighters show up. That means they are virtually indestructible (bar losing a city where they are stationed), unlike privateers, which can be chased down, if not in good numbers.

I build them every single game. I was surprised by how useful they proved to be, in fact.
In navel warfare, they're incredibly effective, no question at all. Of course, you can't really use them againt his navy in his waters until you take a city over there, but in your own waters, hurt his ships and then sink them and you win nearly every time. 1-2 frigates or ironclads + a couple of airships, given some time, will usually destroy 5-10 frigates blockading you with no losses at all.
In land warfare, while they're not quite as good, still good for softening up the defenders before you attack his border cities, or for hitting their stacks as they move towards your cities. A couple of airships will save you a few ground units every single time you take a city or take out an enemy stack, because like all air units, they always target the "best" defender and weaken him, and THAT guy is the one who will almost always kill one or more of your guys if left unhurt. Or you can really hurt his slowly moving stack over several turns with them, to the point where by the time he's ready to attack you he's quite badly hurt.
In any one land battle, they might not make a HUGE amount of difference, but the thing is, they're basically immortal until he gets fighters, so over time the benifits really add up. Don't expect airships to win the land war for you by themselves, but some of them for air support are always very worthwhile.
