Actually, just download beta3, delete the RtW folder and unzip beta3 to your Mods folder.

Yes, delete that one (it shouldn't be there at all) as well as the one in \Program Files\Firaxis games\Sid Meiers Civilization 4\Beyond the Sword\Mods\
Then unzip to the same "program files" one.
Being an official BtS mod, it needs to reside in the proper program directory. It can't be in the My documents directory at all.
