specialists with yellow border?

Perhaps a silly question, but what's the difference between these two priests?

with the yellow border is assigned by you, the one without by the governor. When things change, like lower pop or a newly developed tile, the governor will rearrange all citizens, exept those with a yellow border.

With BtS 3.13 the yellow border also tells the governor to only pick that type of specialist. i.e., it will not pick 2 types of specialists without your specific instruction.

Now I see, I was confusing things with the third possibility when the governor is turned off and no border appears on the ones that I choose (if the governor is on the people I choose have a border, but if it is off they don't).
