What are all the requirements for the DV option to appear to the AP resident (I think that is what the civ in charge of the AP was called).
I know that all other civs should have at least one city with the religion of the AP but in my last game all the world is jewish and don't receive the the option to put forth the vote for DV.
Is world peace a requirement? There is currently one war going on in my game. Could this be the reason why I don't get the victory vote option?
