The AI is dumb. Use this to your advantage.
I have not had time to look at the saves yet, but it is very possible to win at Noble without ever starting a war or even entering your enemies' territory.
The AI always seems to suprise attack me at a weak point, i think they cheat. I scream and yell profanities and always end up quitting to main menu. I have yet to win on noble.
I actually won this time around. I was very surprised. It was a very near thing. Huyana Capec actually managed a diplomatic victory while I was building my spaceship. After trying a few things, I finally just decided to declare war on him. Which Suleiman and Catherine jumped in against me. I bribed Mansa into declaring war on Huyana while I finished and launched my spaceship.

WRONG ANSWER! For Me, at any rate.
What to do is SAVE or QUICKSAVE and take a break for a few hours, or maybe a day or two. That way your mind is not in turmoil when you return to it, and can persevere. You may find that it isn't so bad, after all. Actually, even playing the game out to the bitter end is educational (I've done it a few times, and feared I would be doing so in my current game at one point).
Why should you do this? So you can get better at the game, of course!
I don't think the AI cheats. Rather, it simply attacks at what it thinks is the weakest point.
Consider it this way. At any given turn in the game, ask yourself, "Where would I attack me, if I was going to attack at where it would do the most damage?"
Most of the time, I think you'll find that it's a city where, if you asked, "Okay, he's going to send in X galleons with Y knights/musketmen, and how many defenders can I rally there in the 1-2 turns between when I see him and when he lands?" You'll find out that all you can have is the 1 unit garrison per city you left there, plus maybe a knight or two of your own, and maybe a rush upgraded defender.
Looked at that way, isn't that pretty stupid of you? I know I do this, and I kick myself every time the AI catches me out. Shouldn't I really leave 8-10 knights or something, at minimum, spread out in position to rally to my vulnerable points? If I don't do that, is it my fault or the AI's for "cheating"?
It really doesn't take a genius to determine where to do a surprise attack, and if we were playing against humans in MP we wouldn't be surprised in the slightest. So, why should we be surprised if the AI is able to figure out the best spot to do a surprise attack?
Before I started this game with the saves I posted, I did another game with Korea. I got into a war with Gilgamesh, and yeah he hit my weak points. One strange thing I noticed, is that he was able to attack directly from his transport. I thought you had to land first before attacking?
Also, one more thing. I noticed I had a Great Scientist, and I had a source of coal which I had gotten from Elizabeth, but I couldn't found Aluminum, Inc. The option was greyed out. Did I need a source of coal that was native? Am I missing something here?
