  • UN resolution - Foreign trade

There is this UN resolution that allows foreigh trade in all cities. Isn't this the default for non-Mercantilism civics? Does this resolution negate the Mercantilism civic or do you get the best of both worlds?

  • #2
I think what you mean is the "open-borders among all members (=civs)" resolution. You dont have trade routes with someone, as long as you dont have open borders with that civ. Now this, resolution, if accepted, forces open borders among all, thus allowing all trade routes possible - EXCEPT the mercantilistic civs...

Oh, is that what it means? So if I go to war with one civ and then make peace, the open borders automatically take effect again?

no. A new resolution or a new deal with that civ is required... Both a one time things and if a war canceles them they remain canceled until renewed.

But once a resolution is successful, it becomes "PASSED" under the corresponding UN resolution column. I know you can vote to cancel it, but how do you renew a resolution which was previously "PASSED" and still is active (for this particular open borders example)?

The resolution allows for trade with foreign cities even if no open borders treaty is signed. I don't know if it is still active while at war, but it will re-activate itself after war for sure. And I'd imagine that if one of the civs had Mercantilism active then they wouldn't have any foreign trade routes, but other civs would be able to trade with his cities just fine. I could be wrong.

Try it and see. After the resolution is passed, you can check out the results in the Info panel of the F4, in the foreign trade column.

Yeah and let us know - as dregor suggests i am wrong about the resolution, and he might well be right, clarification of the issue would be appreciated...

NOTE: Be sure to check the F4 Info panel just after the resolution (before the end of turn & votes are tallied) so you know what to compare it to.

This is actually a very situtation dependent resolution. If all the overseas civs already have open borders with you and you have no internal trade routes then this resolution is pretty much useless.

No offense but what game are you playing? The situation you're talking about seems hypothetical / unrealizable.

This gets back to the thread on AI demands. It's impossible to not get negatives... damned if you do, damned if you don't. So, you're not going to be able to have Open Borders with everybody.

And, if it's MP, then hah, fat chance. Even less likely.

I think you might be confusing the AP "Open Borders" resolution with the UN "Open Markets" resolution.

The AP Resolution forces Open Borders (with free movement of units) among all members.

The UN Resolution permits trade with all civs, but does not force Open Borders (i.e., no free movement of units.)

At the moment I'm playing the Arabs on the "donut map" normal size Prince level, it was an all random civ and for the first time ever all civs have had open borders with me since Writing. It's around 1800 AD now.

There actually is no overseas land on this region map so even if one or two of the AIs had closed borders it really wouldn't make much difference to trade route calcs.

Three games ago on the AU "Size Matters" course three of the AIs had closed borders when open trade was adopted and my trade routes went up a grand total of 3 GPT. (Out of 80 something) That map was a pangena with three or four small islands.
