+30% and +3 XP seems a little steep to me. That is an interesting. suggestion, however. Maybe an inquistor unit that also removes 1 pop, with the religion.
The +2XP that comes with Theology has a small window for it being the best religion civic, so I find it usually not worth the anarchy.
Good point 49er, and police state is overpowered, especially as vassalge elimnates the number of competitors. With a dozen independant civs, you'll need to watch that noone is overtaking you in science as you're fighting wars. Competing against 3 masters, you can just rotate your wars.
