I think that's just a generic event where you get a bonus to a tile. (This is BtS, right?) One (or two) of your tiles should have some bonus (don't recall what saltpeter is as a bonus) like an extra hammer or an extra trade.

I thought so first too, but then I checked all of my tiles and didn't recall seeing any new resources and it definitely wasn't an event. But it may have something like that.
Yeah, unless you see the square with the big ! when it appears, it's likely you won't notice it. But I'll bet one square in your empire is producing more than the norm. But if it's outside a city's fat cross you'll only notice it if you have a settler moving out.

If you open the messages log and go back to the event and click on it it will take you to the tile where it was discovered (if it was you that discovered it). You can then turn the tile information on and see what additional bonus(es) it gave.
I wish this event would only occur on tiles inside a cities fat cross. I had this same event a few days ago and despite the fact that I was only wasting 5 tiles in my entire territory (the rest was all covered by cities), 2 of my 3 saltpeter deposits were found in the empty area.
