How come you can take every resource your vassal has, but if they have a tech they wont give it to you? Russia just became my vassal, and they have the tech "Artillery", but its red and they say "We would never trade with you, our worst enemy".
Do I have to wait until Stalin likes me? Because I thought I called the shots around here.

Basically, they'll give you stuff you could take by force...

They could take tech to the grave with them, if they wanted. But they can't take resources to the grave.

Hmmm, still... They ask me for protection, but deny me techs, that would help me play that role...
