That's for domination. For conquest you must destroy or vassalise all other civs, land and population don't come into it.

Thank you all for your help. It turns out they had another city on an island in the middle of nowhere. I found it by trading world maps with another civ and then the viking city showed up on my map. I thought since I had satalites, i didnt have to worry about world maps anymore. Guess not. Anyways, i invaded their city and won, and they promptly disapeared out of the game! Thanks again for everyones help.

you get 1/2 of your vassals land area counted towards your total for a conquest victory, i believe. not sure about population.

Vassalized civs count as being "conquered" for a Conquest victory.

50% of the Vassal's population gets counted for you for a domination victory.
