If there's a plains hill stone or marble in sight on turn 1, I strongly consider founding on it. that 2/3/1 is really nice. Also, it's not so much that the time saved by not having to quarry and road gets you the early wonder, it's that your worker can do other things (like improve food specials) while you build the wonder.
