What does the espionage head indicate when it shows next to an AI name in the lower right corner of the screen?

It shows that you have more espionage points accrued against them than they have against you.

I'm not sure that's true.

I think it means you generated more points against them *this turn* (which doesn't neccessarily translate to any particular benefit if you're initially well behind them).
