I have noticed(or I think I have) that when I am in the universal suffrage civic, with the build governor in automatic, that if I have enough money in my treasury the governor will use cash to finish buildings in that particular city....Is this the case? Should this be happening? Is there a way that I can make the governor not make these type of decisions...other than turning it to manual?
