Airship Bug or AI advantage?

I have now had two games where an AI went to war with me, well before they have physics. At least if the game can research on the tech screen means they do not have it However, I am definately getting shot at by Airships.

In the save I posted, if you check the last event log, I was shoot at by Airships, I made peace and saved the game. Then if you look, neither Ragnar or the Ethipians have have physics. Where did the airships come from.

In my current game, something simialer is happening with Boudica and Airships. She is the only one at war with me, and she doesn't even have Astronomy, where the heck is she getting Airships and how do I get them.

Must be a bug, some of the ethiopian's cities are building broadcast towers so they must have mass media which requires physics.

If you don't possess the prereq to Physics you won't actually see Physics in their info, you'll see the prereq tech (if you have the prereq to that. Sounds like you might be a long way behind?

Actually, I was ahead in some areas. I got physics 1 turn behind them. I could see that they could research physics, thus didn't have it.
