does anyone know how to get improvements and towns or villages to be active outside city borders as long as it is in within your civalizations borders/cultural borders?.

I'm not entirely sure what you mean by that. By "city borders" do you mean outside the 21 square fat cross, and by "active" do you mean "a citizen working them"? Can't.
If you mean "getting resources [copper/iron/etc.] from them, then you just improve them like normal.<Reverend> IRC is just multiplayer notepad.

What I mean by "active" is placing citizens on resources with improvements on those resources however I would like to know if it is possable to place citizens from a city on resources with improvements outside of city territory or in other words outside the city screen where you place the citizens. If it is posasable then how is it done?Comment

it's not possible to work land with ctizens outside of the tiles you see in the city screen.Comment
