Aggressive AI...bonuses too?

The level of understanding of the finer points of maximizing civ potential you guys possess is impressive. I've been playing civ going back to the original (granted with long gaps), and have typically owned Monarch level and feeling pretty good about my ability. But I'm learning this week that there's a fair bit in what I thought I "knew" that apparently wasn't right.
