[bts] Can't rush SS parts?

I've just lost an OCC to Justinian who got the domination victory. I had tons (100k+) of cash from my corporation but couldn't spend it on my SS parts, though I could rush my population-control ICBMs.
Is it a new feature or have I been living under a rock?

Civ IV never allowed to rush ship parts, which I believe is stupid.

Yeah, you can't rush any projects. This includes the Manhatten Project and the Internet as well as SS parts.

Only units and buildings can be rushed (including wonders)
