Call To Power 2 Cradle 3+ mod in progress: https://apolyton.net/forum/other-games/call-to-power-2/ctp2-creation/9437883-making-cradle-3-fully-compatible-with-the-apolyton-edition
It's not bad. Looks like fresh water, a few resources, it wouldn't be my first choice, but it could support a good city. It may also be that there are resources that haven't been revealed yet.
It's decent. Has fresh water and Copper + Deer in fat cross. Will never grow to be large or very good, but it's a decent city if you improve it correctly.

Not sure since I cant see the near tiles, but the spot just SE sounds better. Two resources in the fat cross (with France, should be no prob), and river access. So long for +25% hill, IMO. Looks like no ennemy in sight anyways.

The only things I'd put in that city are forge, barrack, stable and use it to pump units the entire game.
What else would you use it for? Maybe to pump missionaries?
I personally turned off the suggestions for unit actions. The blue circles always seemed to show up in the strangest places, but I'd be doubting myself when I didn't settle there. Much clearer conscience this way.
The spot SE is not on a river (no commerce symbol in the yield, only 2 food).
Also, it does look like there is a some food resource (3 food undeveloped), which makes this a great spot for 3rd city early in the game as it grabs copper, 2 health resources, and is on a river. It will have food to grow and hammers to make stuff.
Well sometimes if the AI is samller than the other civs they will build cities far apart from each other so they can still have them ttrade and they have a full field of land to cover after they expand, and i guess that seemed like a good spot, and its behind those peaks so if they have any enemies attacking from the north they can know and get prepared
