Someone just declared war on me and I have to liberate some islands to save money. So I liberated one island and created the Ottoman Empire and then I went to liberate another and it created India. I was expecting it to just add them to the first colony but I got two. Now I'm wondering if I should have a colony for each big island (four or less cities each), or if I should just create one and then gift the other cities to the first. I would assume I should just have one, because one small empire can still be useful but several tiny ones won't be anymore efficient than one small one and it divide resources.
