Does it have to be a city?
For example if you have a 3 square land bridge can you put three spies across it and catch the little beggers as they try to get into your territory?
If it's percentage based can you make for example a 3x3 square and do a pokemon on them?

If I'm honest this espionage malarky makes me want to isolate my continent and invest in some serious naval blockades.
Ask these questions in the stickied thread (at the top of this forum) of questions for Trip and alexman - they work for Firaxis and we get the chance to get answers for some things re: BtS. I want to know this stuff too, but I've asked more than my quota of 2 questions - please go and post there!

Stuff I'd like to see Spies be able to do:
-assassinations: an expensive operation that removes a super specialist
-bribing the city defenders: works like bombardment.
-subverting enemy combatants: buying units with EP.

And finally (what I loved doing in SMAC).
Blaming it all on another civ. Sadly, Civs are more tolerant to spy activity than SMAC factions, but destroying the reputation of your enemy is priceless.

I'd hate to see the assassination option added like that.

            Bribing, yes, sounds good.

Subverting, well, I don't know about buying them, but perhaps making the unit disband itself would be more balanced.

And YES to blaming other civs.

Also, to add, I'd like spies to be able to gain exp and promotions specifically for them.

I built my own spies and planted most of them in my own bases. Later I also produced a Great Spy.

Anyhow from time to time messages would pop up saying another civ's spy had been intercepted. I kept wondering how did I do that.

Especially when I wasn't sure if had a spy in the base or not.

And I wasn't sure if the enemy spy was killed or returned to its owner mission failed.
