    Is it cumulative?

Ie, if I have 2 units with Medic I, do they provide 10% each, or is it just 10%.

Yes - and this is a bad thing IMO
I don't know why he saved my life. Maybe in those last moments he loved life more than he ever had before. Not just his life - anybody's life, my life. All he'd wanted were the same answers the rest of us want. Where did I come from? Where am I going? How long have I got? All I could do was sit there and watch him die.

It is a good thing. Otherwise, a stack with 5 Medics would always heal itself to full health in one turn as long as no unit was damaged more than 50%. And a stack of 10 March/Medic units = full health every turn? Doesn't sound good...

I still think there should be a cumulative effect of some sort - even if it is capped. Just makes sense to me.

Maybe that's why I'm not a game designer............

There should be a cumulative effect, even if not fully. After all, in order to get those 5 medics on the same tile, you have to make the decision of taking the medic promotion for all those units instead of those nice and juicy combat promotions.

            I'd choose a cumulative-proportional effect:
Let's say you have 3 medics, the overall effect could be calculated like this:

            10 + 10/2 + 10/3 (rounded down) = 10 + 5 + 3 = 18.

This way you have a reward for taking those medic promotions and the end-effect is not an overkill.

Like it the way it is, thanks.
