Diplomatic Victories

I have always switched diplomatic victories off, as I have found its annoying to both win and lose by this method..

In doing so you lose all of the fun diplomatic stuff in the UN (unlike in smac).

I am just fiddling with one or two xml files before I play BTS, and have noticed a civ4victoryinfo.xml, which has a line with

bDiploVote 1 /bDiploVote

if I take out this "1" and stick it in the bconquest line, will than mean I get all of the UN goodness without the chance of losing to someone I havent even had the chance to bomb?
